Defaults are not decisions, and a tolerated duplicate is the cleanest example. A human steward can sit with that ambiguity, an agent can't. It acts on half a record at full confidence because the doubt never traveled with the data. So does continuous resolution get you there, or does the unsettled state have to travel with the entity itself?

Continuous resolution - always on, always ready
